Procedures for Paying Contaminants Discharge Fee

I. Targeted Payer
Enterprises, institutions, armed forces units, individual I/C business operators, business partners and individuals
II. Items of Payments
1. Payment for excessive discharge of contaminants
1) Payment for excessive discharge of waste water. Those organizations or individuals whose discharge of waste water exceeds the level specified in the STANDARDS FOR COMPREHENSIVE DISCHARGE OF WATER POLLUTANTS IN ZHUHAI (DB44/65-94) shall be obliged to pay the fee for excessive discharge of water pollutants.
2) Payment for excessive discharge of air exhausts. Those organizations or individuals whose discharge of air exhausts exceeds the level specified in the STANDARDS FOR COMPREHENSIVE DISCHARGE OF ATMOSPHERIC POLLUTANTS IN ZHUHAI (DB44/66-94) shall be obliged to pay the fee for excessive discharge of air pollutants.
3) Payment for excessive discharge of solid wastes (residues). Those organizations or individuals who generate solid wastes contaminants and have not built up the facilities for storing or disposing the solid wastes shall be obliged to pay the fee for discharge of solid wastes. Those who dispose the hazardous wastes by way of landfill not in compliance with the regulations specified by the environment protection administrative authority under the State Council shall be obliged to pay the fee for discharge of hazardous wastes.
4) Payment for excessive noise pollutions. Those organizations or individuals who discharge industrial or household noises exceeding the level specified in the ENVIRONMENTAL NOISE LEVEL IN URBAN DISTRICTS shall be obliged to pay the fee for excessive noise pollution. The payment for the constructional noise pollution shall follow the terms and conditions specified in the circular of the METHOD FOR CHARGING FEES ON EXCESSIVE CONSTRUCTIONAL NOISES IN ZHUHAI.

IV. Flowchart for Making Payments
1. Application by contaminants discharge organization or individuals

Remarks:
1. The item of "Application by contaminants discharge organization or individuals" means the applicant makes a self report on such information as the type, quantity, concentration (or material accounting method) of the contaminants to be discharged;
2. The item of "Monitoring and survey of contaminant sources" means the monitoring and surveying authority makes periodic and regular inspections and surveys on the discharge of the contaminants by the applicants so as to grasp the latest conditions and trends of contaminant discharges by these applicants;
3. The item of "Investigation and verification by supervisors" means the monitoring and survey organization makes verification on the information supplied by the applicants themselves as well as on the tested and measured data. In the case that the applicant fails to make timely reports, the data verified by the surveying organization will prevail. In the case that there are differences between the data supplied by the applicant himself and the data verified by the surveying organization, the latter will prevail;
4. The item of "Reports by surveyors, verification by responsible persons, approval by Director of the Office" means that the surveyors make the calculation on the charge rates for the discharge of contaminants after verifying the information and data and in accordance with the IMPLEMENTATION METHOD ON TOLLING FEES FOR EXCESSIVE DISCHARGE OF CONTAMINANTS IN GUANGDONG PROVINCE and the documents of YHZ (91) No. 150, YH (1994) No. 44, YH (1994) No. 89 concerning the items, charge rates and collection methods of the payments for contaminant discharge fees issued by the Environment Protection Bureau, the Pricing Bureau and the Department of Finance of Guangdong Province;
5. For the enterprises that just begin to be tolled of the payments or change the amount of payments, the surveyors will make the needed verification and calculation and then report to the competent leadership in the surveying organization for examination and approval. Finally, the letter of notification for payment will be delivered;
6. Those organizations or individuals who refuse to make the due payments will be subject to the related forfeits or punishments specified in the IMPLEMENTATION METHOD ON TOLLING FEES FOR EXCESSIVE DISCHARGE OF CONTAMINANTS IN GUANGDONG PROVINCE, and the REGULATIONS ON ENVIRONMENT PROTECTION IN ZHUHAI;
7. The payments for noise pollution of constructional projects are made in the process of application for examination and approval on environmental impacts.
