I. Targets Subject to Examination & Approval: Any organization that transfers hazardous wastes.
II. Contents for Examination and Approval: Whether or not to grant approval on transfer of hazardous wastes
III. Conditions for examination and approval:
(I) The organization involved in the activities of transferring hazardous wastes must hold the LICENSE FOR HAZARDOUS WASTES BUSINESS IN GUANGDONG PROVINCE;
(II) Hazardous wastes transferred into the bounds of this city must comply with the requirements and specifications for environment protection;
(III) Any organization that is involved in the transfer of hazardous wastes must undertaking the transferring activities within the allowed area, types and quantities of hazardous wastes specified in the LICENSE FOR HAZARDOUS WASTES BUSINESS;
(IV) The transfer of hazardous wastes must be carried out in a well-planned, feasible and rational way so as not to cause any second pollution.

IV. Procedures for Examination and Approval:
(I) The applicant fills in the APPLICATION FORM FOR APPROVAL ON TRANSFER OF HAZARDOUS WASTES, and submit the plan and schedule for the transfer of hazardous wastes;
(II) The municipal RPB Ecological Protection & Pollution Control Section verifies the submitted information materials (if necessary, field survey may be carried out), and determines, on the basis of the conditions for examination and approval, whether or not to issue the CONFIRMATION SHEET FOR TRANSFER OF HAZARDOUS WASTE.

V. Information Materials Needed for Verification Procedures:
1. APPLICATION FORM FOR APPROVAL ON TRANSFER OF HAZARDOUS WASTES;
2. Schedule and plan on the transfer of hazardous wastes;
3. Xeroxed copy of the LICENSE FOR HAZARDOUS WASTES BUSINESS;
4. Contracts or agreements for transfer of hazardous wastes.

VI. Time Limits for Examination & Approval
The examination & approval procedures shall be completed within 10 working days counting from the date of acceptance of the application reports, (if some supplementary information is involved, the time limit starts counting from the date when these information materials are fully supplied).

VII. Basis for Examination & Approval:
(I) Article 51 of the ENVIRONMENT PROTECTION LAW OF THE PEOPLE'S REPUBLIC OF CHINA AGAINST POLLUTION AND CONTAMINATION BY SOLID WASTES;
(II) ADMINISTRATIVE METHODS ON HAZARDOUS WASTES TRANSFER (No. 5 Decree by the State Environment Protection General Bureau);
(III) Article 4 of the PROVISIONAL REGULATIONS CONCERNING ADMINISTRATION ON HAZARDOUS WASTES TRANSFER REPORTS IN GUANGDONG PROVINCE.

VIII. Charge Rates: The examination & approval authorities charge no payment.
IX. Supervision and Administration Approaches:
(I) To deepen the opening process of governmental administrations, to increase the transparency of the examination and approval procedures for constructional projects and to accept the inspection and supervision of the general public;
(II) To strictly observe such rules and regulations issued by the related authorities, such as the "System of Individual Responsibilities", the "Regulations on Investigating into Responsibilities in Defective Work Performances", the "Systems on Examination and Approval Undertakings", the "Commitments to Time Limits for Case Completion", etc.
