I. Targets Subject to Verification: Any corporations, institutions or individuals engaged in industrial or commercial businesses that is involved in the discharge contaminants.
II. Contents for Verification: Annual statements on environmental statistics
III. Conditions for Verification: Compliance with the requirements specified in the PROVISIONAL METHODS ON ENVIRONMENTAL STATISTICS issued by the State Environment Protection General Bureau

IV. Procedures for Verification:
(I) The Ecological Protection & Pollution Prevention Section of the municipal Environment Protection Bureau assigns the tasks of preparing the annual statements to the grass-root organizations and individuals;
(II) The related organizations and individuals work out and submit the statements on statistics as scheduled;
(III) The Ecological Protection & Pollution Prevention Section of the municipal Environment Protection Bureau makes verifications on the contents reported in these statements.

V. Information Materials Needed for Verification Procedures: Annual statements on environment statistics at grass-root level

VI. Time Limits for Verification
The verification shall be completed within 10 working days counting from the date of acceptance of the application reports, (if some supplementary information is involved, the time limit starts counting from the date when these information materials are fully supplied).

VII. Basis for Verification:
(I) Article 9 of ZHUHAI ENVIRONMENT PROTECTION REGULATIONS;
(II) PROVISIONAL METHODS ON MANAGEMENT OF ENVIRONMENTAL STATISTICS;

VIII. Charge Rates: The verification authorities charge no payment.
IX. Supervision and Administration Approaches:
(I) To deepen the opening process of governmental administrations, to increase the transparency of the examination and approval procedures for constructional projects and to accept the inspection and supervision of the general public;
(II) To strictly observe such rules and regulations issued by the related authorities, such as the "System of Individual Responsibilities", the "Regulations on Investigating into Responsibilities in Defective Work Performances", the "Systems on Examination and Approval Undertakings", the "Commitments to Time Limits for Case Completion", etc.
