I. Targets Subject to Verification: Any organization applying for utilization of imported recyclable wastes as raw materials.
II. Contents for Verification: Whether or not to grant the approval for the utilization of the imported recyclable wastes as raw materials
III. Conditions for Verification:
(I) The imported wastes under application are listed in the INDEX OF RECYCLABLE WASTES FOR UTILIZATION AS RAW MATERIALS WITH STATE RESTRICTIONS ON IMPORTS;
(II) Qualified organizations are authorized to prepare the REPORT (STATEMENT) ON THE ENVIRONMENTAL RISKS CAUSED BY THE IMPORTED RECYCLABLE WASTES;
(III) The organization involved in the imports of the recyclable wastes must be qualified for the undertaking of importing such wastes;
(IV) The organization involved in the utilization of the recyclable wastes must be the corporate legal person with due approval and authorization from the environment protection authorities for incorporation, and must have the ability of utilizing such wastes and associated pollution control capabilities.

IV. Procedures for Verification:
(I) The organization engaged in the imports of the recyclable wastes submit the needed information documents;
(II) The Ecological Protection & Pollution Prevention Section makes the verification and related remarks & comments (Based on the practical situation, it is to be determined whether or not to go to the organization involved in the utilization of these wastes for field survey).

V. Information Materials Needed for Verification Procedures:
(I) Application form for importing recyclable wastes;
(II) Report (statement) on the environmental risks caused by the imported recyclable wastes;
(III) Certificate of qualification status for the organization engaged in importing the recyclable wastes;
(IV) Xeroxed copies of the business licenses of both the organization importing the wastes and the organization utilizing these wastes;
(V) Written comments issued by the local district environment protection authorities where the organization involved in utilizing these wastes is located.
VI. Time Limits for Verification
The verification shall be completed within 10 working days counting from the date of acceptance of the application reports, (if some supplementary information is involved, the time limit starts counting from the date when these information materials are fully supplied).

VII. Basis for Verification:
(I) Article 25 of the ENVIRONMENT PROTECTION LAW OF THE PEOPLE'S REPUBLIC OF CHINA AGAINST POLLUTION AND CONTAMINATION BY SOLID WASTES;
(II) Article 9 of PROVISIONAL REGULATIONS ON ENVIRONMENT PROTECTION CONTROL OVER WASTES IMPORTS.

VIII. Charge Rates: The verification authorities charge no payment.
IX. Supervision and Administration Approaches:
(I) To deepen the opening process of governmental administrations, to increase the transparency of the examination and approval procedures for constructional projects and to accept the inspection and supervision of the general public;
(II) To strictly observe such rules and regulations issued by the related authorities, such as the "System of Individual Responsibilities", the "Regulations on Investigating into Responsibilities in Defective Work Performances", the "Systems on Examination and Approval Undertakings", the "Commitments to Time Limits for Case Completion", etc.
