I. Targets Subject to Verification: Any organization
applying for the issue of the LICENSE FOR HAZARDOUS
WASTES BUSINESS IN GUANGDONG PROVINCE
II. Contents for Verification: Whether or not to
grant the issue of the LICENSE FOR HAZARDOUS WASTES
BUSINESS IN GUANGDONG PROVINCE
III. Conditions for Verification:
(I) The possession of the facilities and sites needed
for the collection, storage and disposal of the
hazardous wastes that comply with the environment
protection requirements;
(II) The possession of the technical staff persons
who meet the requirements for operating hazardous
wastes;
(III) The possession of perfect business management
systems involved in this particular business;
(IV) The possession of the service capabilities
in collecting, storing or disposing hazardous wastes.
IV. Procedures for Verification:
(I) The applicant submit complete sets of information
documents to the Ecological Protection & Pollution
Prevention Section of the municipal Environment
Protection Bureau;
(II) The Ecological Protection & Pollution
Prevention Section check to see if the facilities
and sites involved in the collection, storage
and disposal of the hazardous wastes comply with
the requirements for environment protection;
(III) The Ecological Protection & Pollution
Prevention Section makes a verification remark
on the application form which is then submitted
to the provincial Environment Protection Bureau
for approval.
V. Information Materials Needed for Verification
Procedures:
(I) APPLICATION FORM OF LICENSE FOR HAZARDOUS
WASTES BUSINESS IN GUANGDONG PROVINCE;
(II) Xeroxed copy of the business license of the
applicant;
(III) Risk evaluation report on hazardous wastes
business (to be prepared by the qualified organization
only);
(IV) Evaluation report on environmental impacts
and remarks on examination and approval made by
the environment protection authorities.
VI. Time Limits for Verification:
The verification shall be completed within 10
working days counting from the date of acceptance
of the application reports, (if some supplementary
information is involved, the time limit starts
counting from the date when these information
materials are fully supplied).
VII. Basis for Verification:
(I) Article 49 of the ENVIRONMENT PROTECTION LAW
OF THE PEOPLE'S REPUBLIC OF CHINA AGAINST POLLUTION
AND CONTAMINATION BY SOLID WASTES;
(II) Article 7 of the PROVISIONAL REGULATIONS
ON ADMINISTRATION OVER ISSUE OF LICENSE FOR HAZARDOUS
WASTES BUSINESS IN GUANGDONG PROVINCE;
VIII. Charge Rates: The verification authorities
charge no payment.
IX. Supervision and Administration Approaches:
(I) To deepen the opening process of governmental
administrations, to increase the transparency
of the examination and approval procedures for
constructional projects and to accept the inspection
and supervision of the general public;
(II) To strictly observe such rules and regulations
issued by the related authorities, such as the
"System of Individual Responsibilities",
the "Regulations on Investigating into Responsibilities
in Defective Work Performances", the "Systems
on Examination and Approval Undertakings",
the "Commitments to Time Limits for Case
Completion", etc.
