The major duties and
responsibilities of Zhuhai EPB
are:
(I) To implement the
state policies, guidelines, laws, and regulations
concerning environment protection; to work
out the municipal laws, regulations and standards
on environment protection issues and to supervise
the implementation of these laws and regulations;
to work out plans and programs concerning
environment protection; to organize and arrange
the divisions of environmental functions;
(II) To monitor and
supervise the prevention and control of the
pollution or contamination of water, air,
noise, soil, solid wastes, hazardous chemicals
and motorized vehicle exhausts, etc.; to investigate
into and handle the cases involving environmental
pollution of damage of ecological conditions;
to coordinate of tackle disputes concerning
environment pollution or contamination; to
carry out environment monitoring and survey
as well as administrative inspections on environmental
issues; to direct, coordinate and supervise
the protection of marine environments;
(III) To organize
the schedules of periodic targets for environment
protection; to give instructions to the districts
and related industries or businesses concerning
the responsibilities and objectives in environment
protection endeavors; to carry out the regular
examinations and verifications on the implementation
of the overall control programs in environment
protection of the city as well as the statistics
on environment protection affairs;
(IV) To organize the
environment impact assessment on the major
economic or technological policies, developmental
programs and significant economic development
plans; to supervise the environment impact
evaluation and implementation of control measures
of the constructional projects; to check into
the implementation of the administrative procedures
concerning the issue of "Three Qualifications",
LICENSE FOR DISCHARGING CONTAMINANTS, or the
rectification measures within specified time
limits; to examine and approve the environment
impact reports (statements);
(V) To undertake protective
measures for natural ecological environments
and work out plans for protecting ecological
environments; to monitor and supervise the
protection of varieties of species, the protection
of wild animals and plants, the protection
of wet lands; to supervise the development
and exploitation activities of the natural
resources that have impacts upon ecological
environments, the significant construction
projects of ecological environments as well
as the recovery of the damaged ecological
conditions; to inspect and supervise the environment
protection in the natural protection zone,
the famous landscape and sightseeing sites,
the forest parks, etc.; to guide, coordinate
and supervise the environment protection in
the rural areas of the city as well as the
construction of the model ecological zones;
(VI) To be responsible
for the monitoring and surveying of environment
conditions and environmental information management,
to build up and administer the environment
monitoring & surveying network and information
network; to prepare reports concerning the
citywide environment quality and publicize
the environment quality status;
(VII) To organize,
inspect and direct the collection, management
and use of the contaminants discharge payments,
to manage the environment contamination control
funds at the city level together with other
related departments of offices;
(VIII) To organize
scientific researches on environment protection
subjects and arrange demonstrations on related
technologies; to organize and implement qualification
status acknowledgement concerning environment
protection; to administer the environmental
systems of the whole city and the certification
of environment gradation identification; to
supervise the implementation of the environment
protection projects, facilities, product quality
and standards in the city;
(IX) To be in charge
of the propagation and education programs
on environment protection and the popularization
of environment protection knowledge and expertise,
to arrange cooperation and exchange of environment
protection technologies;
(X) To take care of
the prevention, control, supervision and administration
on the pollution caused by city traffics;
(XI) To manage the
routine work of the direct subsidiaries and
give instructions to the district level environment
protection organizations, and to guide various
industries or businesses in environment protection
affairs;
(XII) To undertake
any other tasks or missions assigned by the
municipal people's government or the superior
competent authorities.
